The Glass and Gilley fancy cancel covers were made by themselves as Philatelists. They took advantage of a P.O.D. rule which said that "no CDS on the front of a registered cover." They talked the PMs into letting them create these fancy cancel registered covers and made their owns cancels to use. There were about 8 or 10 of these guys who did this regularly in the late 20s, but mostly in the early 30s. The PMG kept sending out referrals to the regulations which forbid use of any canceller other than the double ring register cancel on the front, but a lot of PMs ignored the regs. In 1934, he finally put his foot down hard enough and they quit, mostly.
